Several scooter manufacturers made under 5 hp models.  Cushman originally put a smaller bore engine in their 5 hp models.  Their OHV silver eagle engines had an intake manifold with a smaller throat to limit horsepower.  The 5 hp eagles had black painted handle bars instead of chrome. Dick DeBuse
